For me, it's Madness--Our House. It's almost like a Benny Hill skit.
Hall & Oates jingle Bell Rock is also really good, with Daryl doing Elvis moves and GE Smith a grandmother.

Honestly, though, I think 70s music videos are exempt from the "worst ever" title because there weren't that many of them. A video shouldn't qualify unless it was made in 1982 or later...

The most hilarious music video I've ever seen is The Cowsills' "Hair" video.

Not exactly a music video but incredibly funny is Cheech & Chong' rock concert performance at end end of Up In Smoke.

Both of these are intentionally hilarious of course.
