Who's this person on Don't Look Back, the Dylan film?

The part about 11 minutes into the film where Dylan, Joan Baez and some guy with a thick (British?) accent, drinking from a bottle, are talking about Donovan in a hotel room ('is Donovan deserting his fans?').

Who's the guy? Looks awfully familiar. He has a bit of an early-Beatles haircut.
