Special Effects - How do they do that ?

I have noticed in a number of recent music videos that there is a special effect being used whereby one of the group will appear as though they are under water. The video from Evanescence - Going Under is a prime example of what I mean. Does anyone know how they do that ?

I "Think" it is done with smoke, wind machines and adjusted frame rates. The bubbles are probably CGI.
