Changing dimensions of video by adding black bars?

I am putting together a DVD of home video shot on Mini DV at a resolution of 720 x 480. I'm trying to mix in some clips shot with a Canon Elph at 640 x 480, but the Elph clips are getting distorted by my ancient Pinnacle Studio 8 software (which I still use because it's surprisingly stable.)

My question is, is there any freeware that will convert a 640 x 480 *.avi file into a 720 x 480 *.avi file by adding the black bars instead of distorting the picture?

This ended up being a non issue. The software rendered the video picture w/o distortion when it created the DVD, but during the editing phase it was really squeezed. :thumbsup:
