I remember seeing Hicks Lokey's name on numerous Hanna-Barbera TV cartoons, but he really seems to have vanished completely from the animation world between 1941 and 1958. Even Alberto Beccattini's website with detailed chronologies on every important classic animator doesn't have any entry for that period. Maybe he was working on industrial films or commercials after WWII? One interesting item I discovered: he was very active in the animation union during the late 30s and early 40s, so I guess he was one of the participants of the infamous Disney strike in 1941.
Have you tried to contact Jerry Beck, or Steve Worth from ASIFA Hollywood Animation Archive? Also, try to get in touch with Mark Mayerson, a very knowledgeable animation historian who might be able to help. Here's the URL for his blog:
